This position is a member of the Public Services Department Stormwater/Streets Division and reports directly to the  Public Works Director.  The Stormwater/Streets Supervisor serves as a manager over other workers and subcontractors delegating and giving directions as needed, performs a variety of labor intensive duties related to the construction, inspection, maintenance, and improvement of the city storm drainage system and the streets within the city limits of Manitou Springs.  This is a technical and supervisory skills, as well as a safety sensitive position that requires special knowledge of stormwater and pavement requirements.

  • Oversees, schedules, assigns, and supervises work and workers within Stormwater/Streets Division, providing basic field training and input.
  • Ensures the needs of the Stormwater Division and its employees are met.
  • Oversees budget of the Stormwater Division. Ensures projects are compliant and follows all requirements.
  • Draft Request for Proposals / Bids, review submissions for RFP/B, and selects contractors for projects.
  • Manages and coordinates projects with employees, co-workers, and contractors.
  • Maintains proper records for all City, County, State, and Federal reports and obtains all necessary permits.
  • Seeks out and apply for county, state, and federal funding for stormwater quality and flood mitigation projects.
  • Keeps accurate records of work performed, materials/equipment used, and maintenance records on all equipment.
  • Drafts and submits memos and reports.
  • Performs atmospheric monitoring of a confined space and prepares confined space entry permits and files reports.
  • Maintains an adequate supply of maintenance materials and supplies, requisitioning and restocking as necessary.
  • Schedules, assigns, and supervises work and workers within Streets division.
  • Installs, repairs, paints, and maintains signage
  • Ensures the Stormwater system is compliant with City, County, State, and Federal regulations.
  • Monitors and maintains the maintenance of the stormwater conveyance system, bridges, and permanent drainage structures.
  • Oversees and performs sweeping of the streets and cleaning areas subject to stormwater washout.
  • Publish bid request for milling, paving and stripping on city streets and parking lots.
  • Inspects materials and workmanship to insure quality standards.
  • Implement Standard Operating Procedures / Plans and edit as necessary for stormwater and streets.
  • Oversees construction site activities and conduct low/high level inspections ensuring conformance to stormwater management plans.
  • Establishes layout and sets up safety traffic controls around active street repair work areas.
  • Plows snow, shovels sidewalks, and performs other winter hazard mitigation.
  • Maintains vegetation along city streets.
  • Maintains city vehicles and equipment.
  • Assists other public services departments with tasks.
  • Facilitates good communication with employees, co-workers, and supervisors and dealing directly with issues.
  • Communicates information from supervisors and other City officials to co-workers and employees.
  • Assists other public services departments with tasks.



  • Maintains accurate records and daily logs.
  • Expedites the flow of material and supplies to assigned job.
  • Cuts and repairs various types of paving.
  • Operates heavy machinery, hand tools, power equipment, and vehicles, including commercial vehicles.
  • Performs heavy manual labor including digging, lifting, and breaking pavement under varying weather conditions while exposed to dampness, fumes, odors, dust, biological, electrical and mechanical traffic hazards.
  • Removes manhole covers, enters manholes and unclogs stopped sewer lines.
  • Maintain, install or remove, equipment, valves, weirs, flumes, gauges, electronics and telemetry components.
  • Performs other duties as assigned.



Knowledge, Skills, and Abilities:

  • Must be at least 21 years of age.
  • Must be computer literate with Microsoft Office familiarity.
  • Must submit to and pass a drug screening test upon offer of employment.
  • Must pass a motor vehicle record review and a driving evaluation upon offer of employment.
  • Ability to work under stress from demanding deadlines, public contract/relations, and changing priorities and conditions.
  • Ability to create and give presentations within departments, to City Council, and to the Public.
  • Knowledge of and willingness to comply with all rules and regulations, including the Personnel Manual, the General Safety Procedures and the Confined Space Program.
  • Knowledge of safety rules and equipment, including identification of, precautions for and emergency response to hazardous gases and vapors.
  • Knowledge of chemicals and safe handling.
  • Must be able to comprehend oral and written instructions and communicate in English orally and in writing.
  • Must be able to perform mathematical calculations with fractions, decimals, and percentages in the U.S. and metric systems. Must be able to calculate volumes and dosages.
  • Excellent verbal and written communication skills, including ability to write reports that summarize spatial analyses and communicate findings with charts, tables, and narrative.
  • Ability to work evening, night, weekend, standby shifts, and perform occasional overtime.
  • Ability to establish and maintain effective working relationships with employees, supervisors, co-workers and the public.
  • Ability to deal courteously and effectively with public in difficult situations.
  • Demonstrate good workmanship in a neat and timely manner while maintaining a clean and orderly environment.
  • Must be able to complete work in a professional manner utilizing accepted standards and practices.
  • Ability to read blue prints, plans, construction drawings, and maps.
  • Ability to assign tasks and assist coworkers with minimal supervision, assisting as necessary.
  • Must have some understanding of general construction practices and be proficient with various hand tools.
  • Ability to troubleshoot and diagnose problems.
  • Ability to exercise independent judgment and to formulate work procedures within the limits of the position to accomplish assigned tasks.
  • Ability to take leadership role in emergency situations.


Experience, Education, and Training:

  • Must have high school diploma or possess a GED.
  • CDL license or ability to aquire license within 6 months
  • Desired Traffic Control Technician (TCT) or equivalent certification as traffic flagger.
  • Technical knowledge of Trimble GIS equipment and software a plus
  • Must have at least five years' experience in stormwater and street repair maintenance.

  • Physical strength and dexterity requirements include the ability to:
    • Lift and carry 50 pounds of tools or construction materials.
    • Grasp, push, pull, handle, reach overhead, bend-over, balance, and climb.
    • Climb ladders and descend manhole steps approximately 25 feet deep.
    • Ability to traverse uneven, wet or broken terrains.
    • Ability to remove and replace metal manhole covers and grates weighing approximately 165 pounds.
    • Ability to perform constant lifting and stooping.
    • Ability to drag 100 feet of 3" fire hose full of water.
  • Endurance and capacity to perform hard physical labor.
  • Ability to work in confined spaces and climb in and out of manholes of various depths.
  • Ability to operate various hand tools such as, but not limited to: jackhammer, pavement breaker, pick, shovel and various wrenches.
  • Ability to operate various equipment such as, but not limited to: air compressors, jet-wash trucks, rodding machines, boring machines and various types of pumps.
  • Ability to work while wearing personal protective equipment such as: a self-contained breathing apparatus, steel-toed shoes, rain gear, hard hats, goggles, etc.
  • Ability to tolerate inclement weather including heat, humidity, and cold.
  • Ability to withstand prolonged sitting, standing, walking, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities in indoor and outdoor environments in a variety of weather conditions.
