Job Description

Under the direction of the Deputy City Administrator, the City of Manitou Springs Parks and Recreation Department consists of the Pool and Fitness Center and City owned facilities, parks, open spaces, cemetery, and gardens. Under the direction of the Deputy City Administrator, the Parks and Recreation Director is responsible for providing vision, leadership and strategic oversight of the Department. This position is responsible for all administrative, personnel and departmental operations for the Parks and Recreation Department, including management, establishing and enforcing department goals and policies, budgeting, and representing the department to the City Council, outside agencies, and general public.

  • Oversees, schedules, assigns, and supervises work and workers within Parks and Recreation Department and the Pool and Fitness Center, providing basic field training and input on project approach.
  • Ensures the needs of the Parks and Recreation Department and the Pool and Fitness Center and its employees are met, through equipment and uniform purchase, establishing training needs, ordering supplies, etc.
  • Coordinates budget oversight of the Parks and Recreations Department to include Pool and Fitness Center, including special revenue projects funded from County, State, Federal, or other sources. Ensures projects are compliant, within budget, and follow all requirements.
  • Draft, and/or review capital improvement planning documents Parks and Recreation Department and the Pool and Fitness Center and provide input on capital plans for stormwater, water distribution, and sewer conveyance systems.
  • Prepare Request for Proposals / Bids, review submissions for RFP/B, and select contractors for projects.
  • Manages and coordinates projects with employees, co-workers, and contractors.
  • Maintains proper records for all City, County, State, and Federal projects and obtains all necessary permits.
  • Keeps accurate records of work performed, materials/equipment used, and maintenance records on all equipment.
  • Drafts and submits memos and reports, makes presentations to Advisory Boards and to City Council.
  • Performs atmospheric monitoring of a confined space and prepares confined space entry permits and files reports.
  • Maintains an adequate supply and inventory of maintenance materials and supplies, requisitioning and restocking as necessary.
  • Ensures maintenance materials and supplies are stored in a safe and orderly manner.
  • Monitors and maintains the maintenance of the Parks and Recreation Department and the Pool and Fitness Center
  • Inspects materials and workmanship to insure highest level of completion and compliance with all pertinent codes and criterion as applicable.
  • Develops, implements and modifies Standard Operating Procedures / Plans as necessary.
  • Oversees construction site activities and conducts low/high level inspections ensuring conformance with all pertinent performance and permitting criterion.
  • Reviews and approves/denies Excavation Permits; performs follow-up excavation inspections.
  • Oversees winter hazard mitigation ensuring Parks and Recreation Department and the Pool and Fitness Center, sidewalks, and public areas are safe and free of hazards as conditions allow.
  • Oversees Parks and Recreation Department and the Pool and Fitness Center safety scheduling necessary maintenance, repairs, and replacement.
  • Oversees City owned Parks and Recreation Department and the Pool and Fitness Center facilities and structures, scheduling routine inspections and necessary maintenance and repairs.
  • Oversees City parks, gardens, cemetery grounds, and other open spaces ensuring safety, cleanliness and overall aesthetic appearance.
  • Assures set up and operation of a confined space entry tripod and safety harness and associated data recording during facility maintenance, if required.
  • Completes work in a professional manner utilizing accepted standards and practices.
  • Interacts with members of the public to provide information and customer service, notating and responding appropriately to consumer comments/complaints.
  • Coordinates and leads annual insurer inspections of all City Parks and Recreation Department and the Pool and Fitness Center facilities, oversee corrective measures if needed.
  • Implements emergency procedures.
  • Facilitates good communication with employees, co-workers, and supervisors and dealing directly with issues.
  • Communicates information from supervisors and other City officials to co-workers and employees.
  • Available outside normal working hours during events and emergencies as needed.
  • Assists other agency public services departments with coordination of tasks, should mutual aid be required.
  • Assumes role of Parks and Recreation Department and the Pool and Fitness Center

Minimum Qualifications

  • 4-year college degree and certified professional with the NRPA (National Recreation and Park Association) or degree in Parks and Recreation or an equivalent combination of education, training and relevant job experience may be substituted.
  • Must have at least seven years' experience in parks and recreation, public works maintenance or construction.
  • Must obtain NRPA certification within one year and NRPA Executive certification in year two.
  • Recommend basic knowledge of Trimble GIS equipment and software.
  • Knowledge of pool chemistry balance and maintenance as well as using swimming pool machinery and equipment.
