The City of Manitou Springs invites you to apply for the position of Seasonal Parking Enforcement Officer. Manitou Springs is a picturesque, vibrant mountain community with a historic charm. Located at the foot of Pikes Peak its history dates to the 1870s. Best known for its historic preservation, mineral springs, cool mountain air, scenic landscapes, hiking trails, year-round activities and festivals and a welcoming spirit. Manitou Springs is a favorite tourist destination for people from around the world.


Perform walking patrols and vehicle patrols of paid parking areas and Residential Parking Permit areas validating vehicles are permitted to park. Respond to calls for service from residents, businesses and El Paso County Dispatch. Kiosk maintenance including, clearing paper jams, clearing bill acceptor jams, software upgrades as required. Perform weekly collections from kiosks. Prepare event no parking signs.

Some of the essential job functions:

  • Perform walking patrols of paid parking areas and Residential parking areas.
  • Issue parking citations via handheld computer to violators.
  • Knowledge of Manitou Springs Parking ordinances and Colorado Model Traffic Code.
  • Kiosk maintenance and repairs as needed and required.
  • Kiosk cleaning as needed and required.
  • Identifies problems and writes incident reports in accordance with applicable ordinances and departmental policies/procedures.
  • Prepares and maintains accurate, comprehensive, and concise reports and records required by the position.
  • Understands and applies city and departmental policies and procedures, and pertinent state and local regulations relating to parking procedures and emergency operations.
  • Performs routine parking equipment maintenance and assist in cleaning program.
  • Performs other duties as assigned by supervisor.


  • High School Diploma or Equivalent.
  • 1-3 years customer service experience.
  • 1-3 years parking enforcement preferred.
  • Valid driver's license is required.
  • An equivalent combination of education, training and relevant job experience may be substituted.

  • Ability to walk, run, jump, climb, drive, sit, lift and carry equipment up to 40 pounds, lift overhead and balance equipment up to 40 pounds.
  • Ability to think clearly, act quickly, and apply logic and common sense to problem solving.
  • Work is mainly performed in an outdoor setting with varying weather conditions.
